SEALED BIDS

 

Sealed bids for construction of Lift Station Consolidation will be received until Wednesday, July 17, 2024 at 10:00 AM. Bids must be submitted electronically at QuestCDN.com. No paper submissions will be allowed.  Any proposal received after said time and date will not be considered by the Owner.  No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.

 

    1. PREBID MEETING

 

A mandatory prebid meeting will be held on Tuesday, July 9, 2024 at 10:00 AM at the Wilson Shoals Meeting Room in the Banks County Courthouse Annex. This meeting is required for all contractors that would like to submit a bid for this project. No exceptions will be allowed.

 
    1. SCOPE OF WORK

 

Under this project, the Contractor must furnish the labor and materials necessary to install approximately ±120 LF of 10” PVC sanitary sewer force main, ±100 LF of 18” PVC gravity sewer main, and a duplex lift station with 72 HP pumps. Installation shall include all work shown in the construction plans, including valves, manholes, and other appurtenances. Some of the materials and pumping equipment will be supplied by Owner; see plans for details.

 

            Time allotted for completion of work is 120 consecutive calendar days.  All Work shall be completed in accordance with the plans and specifications.  The Work will be awarded in one (1) Contract.

 

    1. PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS

    1. CONTRACTOR LICENSE

 

Any Contractor submitting a bid must be licensed by the State of Georgia as a Utility ContractorSee Instructions to Bidders for additional bidding requirements.

 

    1. CONTRACTOR QUALIFICATIONS

 

Bidders MUST complete the Qualifications of Bidder (Section 00470) in order to be evaluated for award of Contract. See Qualifications of Bidder for additional requirements.

 

    1. BONDS AND INSURANCE

 

Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid amount. Federal Procurement Standards will prevail if conflict arises with any conflicting provision describing the bid bond requirement.  All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”.  Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded.  Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.

 

    1. FUNDING AND SPECIAL PROVISIONS

 

The Georgia Environmental Finance Authority – Environmental Protection Agency Clean Water State Revolving Loan funds are providing funding for this project (GEFA CW2020029).

           

    1. PERMITS

 

All anticipated federal, state, or local permits required for the project shall be obtained by the Engineer.

 

    1. RIGHT-OF-WAY AND EASEMENTS

 

All anticipated rights of way and easements required for the project have been obtained.

 
    1. RESERVATION OF RIGHTS

 

Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
